The Ontario County Humane Society has rescued 33 dogs found in filth in a home on Routes 5 and 20 in Seneca.
39-year-old Lynette Kornbau and 42-year-old Ralph Priest were both charged with 33 counts of failing to provide food and water for animals and 33 counts of animal cruelty.
The home was declared unlivable.
Officials say there was no electricity in the home, and it was littered with waste.
The ammonia smell was so strong that the society says rescue workers had to wear respirators and protective clothing.
